Firstly you should make sure that he is cheating your friend then you must get evidence before telling about it to anyone. From my point of view you ought to tell her boyfriend that you know what is happening so that you compel him to tell your friend what he has being doing.
If you are sure about what you saw, I suggest that you should tell to your best friend´s boyfriend all you know and let him explain everything. Then I would advise you that you have to tell to your best friend what had happened, because if you let him to do it, it seems that he is sorry and that he is telling the truth to your bestfriend because he wants and not because you saw him. Well, this is a horrible problem, because I do not want to hurt to my friend but I neither can hide it. I would tell her everything I saw, and I would help her if she is sad. And I would tell her that she will find someone better.
As I see it, if you are not absolutely convinced that it was your friend's boyfriend and not some other guy with similar features, I advise you to talk to her and expose the situation, but do not forget to say that you are not certain of what you saw: it may all be a terrible misunderstandig!
